E-MERGE
The predecessor to GST RESCUE, the ERTICO-coordinated, EC-supported E-MERGE project (April 2002 – June 2004) developed a Pan-European harmonised in-vehicle eCall system based on the European emergency call number 112. E-MERGE determined the functional architecture for sending information - together with the 112 voice call - directly to the emergency services in case of an vehicle incident. This information includes details about where and when the accident occurred, vehicle identification and information about the severity of the crash. Once implemented on a pan-European level, such a system will enable a faster and more accurate emergency response. E-MERGE developed prototypes and demonstrated the eCall concept by opening up a direct eCall communication link based on 112 and data transmission of a defined and agreed message from Opel, Volvo, Fiat and SEAT test vehicles directly to PSAPs (Public Safety Answering Points) in Sweden, Germany, UK, Spain, and Italy. A link to private service providers was also created to provide additional information to the PSAPs and an interface between the above-mentioned PSAPs and service providers in Sweden, Italy, Spain, Germany, UK and the Netherlands was tested. The E-MERGE concept has been taken up by the EC’s eSafety Forum Driving Group on eCall (co-chaired by ERTICO), resulting in the release of a Memorandum of Understanding for the realisation of eCall in August 2004. Furthermore, the work towards full deployment of the eCall solution is continuing within the eCall Driving Group.
